That was a DJ by the name of Rich Shirtlieb who used to broadcast in Atlanta and is now part of the Toucher and Rich show on WBCN in Boston.

He just went out and did something similiar to an immigrant rally in Boston. Pictures can be found at http://www.myspace.com/toucherandrich
